APVA Support – A Simple Way to Get Compensation

The APVA compensation program, which started on January 16, 2024, will end on December 31, 2025, so we encourage you to take advantage of it while funds are still available. A total of 8 million euros is allocated to promote sustainable mobility, including the purchase of bicycles and scooters (this fund also supports public transport initiatives).

For those purchasing a regular bicycle, a €300 compensation is provided, while for an electric bicycle, the amount reaches €500. If you scrap an old, polluting vehicle, you can apply for compensation for two bicycles. The maximum support amount is €1000.

How to Use APVA Support When Replacing Your Old Car with a Bicycle?

The process to receive support is simple. The most important thing is to have proof of the required actions and to purchase your bicycle from trusted sellers to get all necessary documentation.

1. Deliver your old, polluting car to authorized vehicle recyclers for scrapping.
2. Obtain a certificate confirming the scrapping of the end-of-life vehicle (ENTP certificate).
3. Then, choose and purchase a regular or electric bicycle. Remember – you will receive €500 for an electric bike and €300 for a regular bike. You can request compensation for two low-emission vehicles. Those who want both active leisure and convenient travel can use the support to buy both a regular and an electric bike. If multiple family members will be cycling – opt for two regular or electric bikes.
4. After purchase, fill out the application in the APVA information system at apvis.apva.lt and submit the invoice along with payment proof (receipt, bank transfer copy, or cash receipt). You will also need the manufacturer's technical specifications to confirm that you purchased a low-emission vehicle. If a representative submits the application on your behalf, a notarized power of attorney will be required.
5. Receive your compensation and enjoy your cycling adventures.

The compensation is paid within 30 calendar days from the decision date. Important: after purchasing your bike, don’t delay submitting the documents, as the fund is limited.

What Are the Requirements for the Old Car?

There are several conditions to determine if your car qualifies for scrapping and compensation:

• The scrapped vehicle must be M1 class, and you must have been the owner/user or registered user for at least 12 months before June 1, 2023.
• The vehicle’s technical inspection must have been valid on November 18, 2023.
• The vehicle must have been registered in Lithuania for at least 12 months before June 1, 2023.
• The vehicle must be scrapped according to the End-of-Life Vehicle Management Rules approved by the Lithuanian Minister of Environment.
• You must receive a certificate confirming the scrapping of the vehicle.

Studies show that bicycles are five times more energy-efficient than walking. This means cycling 1 km usually requires less energy than walking or running. The difference is even greater when compared to cars.

With just 100 calories, you can travel up to 5 km by bike, while a car would only cover 85 meters. This makes bicycles the most sustainable transport option, with nearly zero CO2 emissions. Plus, you’ll never get stuck in traffic jams!

For commuters or those concerned about fitness or health, an electric bike is the perfect solution. It allows you to adjust your effort and is ideal for hilly routes. With the right accessories, you can ride year-round and carry cargo. For example, with a child seat or trailer, you can easily take your child to kindergarten.
